## Purpose
Generic proof packet factory — assembles structured evidence bundles that
document what AEGIS found, how it found it, and why the finding meets
quality and safety standards.

## Files
- `proof_packet_factory.py` — builds proof packets from evidence items
- `packet_schema.py` — defines the standard proof packet schema

## Packet Contents
A proof packet includes:
- Source list (all public/free sources used)
- Evidence items (each with URL, date, quality score)
- Research query / search terms used
- Quality gate results
- Human review status
- Timestamp of assembly
